DISPENSING OF DRUGS, PHYSICIAN"No person who is not a registered pharmacist or a pharmacy intern under the personal supervision of a registered pharmacist shall compound, dispense, or sell drugs, dangerous drugs, and poisons. ORC § 4729.28 [This section] does not apply to a practitioner (i.e., doctor, dentist, veterinarian, or any professional corporation or partnership composed of such individuals), or prevent him from personally supplying his patients with such drugs as to him seem proper..." The requirements of this section do not apply when a controlled substance is prescribed for administration to an ultimate user who is institutionalized.
